Iowa Code 29C.9 states that, "the commission shall delegate to the emergency management coordinator the authority to fulfill the commission duties as described in the department’s administrative rules. Each commission shall appoint a local emergency management coordinator who shall meet the qualifications specified in the administrative rules by the director. Additional emergency management personnel may be appointed at the discretion of the commission."
Two full-time EMA staff members carry out the general directions of the County Emergency Management Commission. This includes budgeting, planning, coordination, and liaison work, in addition to providing support and guidance during emergencies.
